Before going for this achievement, it is HIGHLY recommended that you get the reward for doing the Tim of Legend achievement, as it will help tremendously with getting around the stages faster and without taking damage.
To find this enemy, you need to be in Hard Mode. You enter Hard Mode by killing a bunch of enemies without taking any damage (from any source) - the best place to do this I think is 6-2. Run in circles killing enemies (Pumpkin Puncher is a good costume for this) until enemies start appearing red. These red enemies mean you are now in Hard Mode, and when you finish the level you will receive a red stamp instead of a gold one.
Once in Hard Mode, the Lanced Endlessli will appear as the mini-boss in either 1-2 or 6-2. If you have already spawned or defeated the mini-bosses in those chapters before entering Hard Mode, you will have to defeat that chapter's main boss to reset the levels. When spawning, the mini-boss will either be red or purple - you want the purple one. If the red one spawns, IMMEDIATELY quit to console, DO NOT return to the Isle of Tims or you will have to reset the level again by beating the chapter's main boss. Quitting to console will allow you to keep trying.
I don't know how rare the spawn is - I got a LOT of red enemies before the Lanced versions showed up (except for Multipli). I think killing regular enemies in the level helps but this is pure speculation and hasn't been confirmed.

To even have a chance of encountering a Lanced enemy, you must first enter hard mode. This is done by defeating several Negati in a row without taking a hit. An easy way to farm for hard mode is by going to a location that spawns Negati, and defeating them every time they spawn. After defeating them once, just wait in that spot until spawn again. This will continue to happen which allows you to easily farm enemies. You will know when you enter hard mode as enemies will begin to spawn as a red color and in bigger numbers. A good thing about hard mode, is that you stay in it throughout all chapters until you get hit. So once you unlock it in a level, go ahead and touch a checkpoint you haven't touched yet to have the game save. Once you have done that, make your way to the location where the enemy you need spawns, and see if it's the Lanced version. The Lanced version can be identifed by it's black color, wings, and unique design compared to the original. If the enemy is just a red version of the regular design, you need to quit and restart the application. This is because simply exiting to the Isle of Tims will save the game and lock in that form. Once you restart the game, go back to the level you were in, re-equip your costumes, then encounter the necessary enemy again. Repeat this process until the Lanced version spawns, and defeat it for the associated trophy.
