This is not to be confused with the throw action, use the chair icon from the toolbar (improvised weapon) to target the first target (the weapon) and the second target (the actual target). Best done in act 1 where the goblins can be easily picked up as weapons.
While in combat, select Improvise Melee Weapon from the wheel that contains the character unspecific actions. Press Y to select an object from the world, select an enemy to choose them as your improvised weapon, then target another enemy. This is easily completable in the tutorial.
