This is not cumulative. To counter-attack, you must press LT - and release it at the time that you want to fire. The longer you hold LT, and the more enemies and missiles that are inside your yellow circle, the bigger your attack will be. Hold LT for as long as you can, and let go when you're surrounded by a swarm of misiles, and you should relatively easily get a 1000-missile attack.
The best place to do this, I found, is on level 1 - fly upwards until you're at the centre of the triangle of missiles, hold LT and release just before you get hit.
