On the third level (Clanker's Cavern) there is a large shark like creature (This is Clanker) if you dive in the water in front of him and look downwards you will see that there is a chain attached to the underside of him.
Follow the chain to the bottom (watch out for your air) and there is a fish down here that will replenish your air for two hexagons at a time.
Also down here is a big key which you have to swim through 3 times (doesn't matter which direction). After which Clanker will rise above the water and you will get the achiement.

What I did so I didn't have to ever go back down there was one dive for the musical notes then exit the game, reloaded then went down for the green jinjos then exit the game, and then reloaded again for the achievement. I felt like that would be the easiest. I have the Rare Replay version btw.

On the Clanker's Cavern level you need to free the big garbage shark Clanker. He is underwater and needs some fresh air.
From the starting point jump down and in the water. Swim trough the tunnel and Clanker will talk to you. Get some air and then dive under Clanker and follow his chain.
When you are on the end of the chain you will see a big key. You need to swim trough the end of this key. Do this three times and Clanker will be free. At this point the achievement will be unlocked.
You can get in trouble with your air. But on the bottom swims a fish who makes airbubbles. Swim trough this bubble ans you will get some air. How newer the bubble is how more air you get.

Free Clanker - 15G (Original Achievement)

To get to Clanker you need to go to the level "Clanker's Cavern".
As soon as the level starts, you will need to run forward to the yellow water and jump in. Then swim down and around the back to find a pipe. Go through the pipe and you will be staring directly at Clanker, who will introduce itself.
Now surface for air and when ready swim under Clanker. You will see a long chain connecting him to the ground, you want to follow the chain all the way to the bottom of the level and you will see a giant Anvil with a Key in it. Your goal is to swim through the loop part of the Key three times. This will instantly free Clanker to the surface and unlock your Achievement. (The reason it seems difficult is because most people, even veterans, can drown easily down here. There is a blue fish swimming around and spitting out air bubbles, if you find him and swim through an air bubble you will get two units of air back. This is a must if you intend to free Clanker, get the Green Jinjo, and collect the Music Notes down here in one attempt.)

Clanker is located in the level Clanker's Cavern. After the first room you will come out into a large open room with Clanker underwater. To free him, dive all the way down where the chain is and swim through the key three times. You won't have enough air to do it and get back up, but the fish down there will spit out air bubbles to replenish your air supply.
