Rows 1-2 are the gadgets themselves which are either given to you at the start of the game or through story progression. Rows 3-4 are all the upgrades except for the Freeze Cluster which is another gadget. The Disrupter: Mine Detonator upgrade can only be obtained by completing the Remote Hideaway side quest which requires to go visit the guards hiding out at penguins hideout. The Freeze Cluster can only be obtained by completing the Hot and Cold side quest which has you return to the steel mill and search for Mr. Freeze’s missing weapons.
P.S. it has been brought to my attention by NL WHooPwhOOp that you will need to upgrade the suit as well.
My achievement popped up as soon as I obtained the last upgrade. I have attached a video of the Waynetech screens for clarity (This video was recorded before I obtained all the upgrades).

You must level up and purchase all the upgrades for Batman. You will be provided all but 3 gadgets. One is available for pickup up after you finish up at the Museum. Another one is not available until the second time that you visit the Steel Mill. The last one requires that you complete the first four AR Training exercises. You will be notified of the side mission when a new gadget is available. The code to hack TYGER security terminals is considered a gadget as well, you will get this at the end of the game.
You must complete the "Bargaining Chip" achievement to unlock the gadget from the Steel Mill.
Most of the gadgets are bought from the Waynetech menu when pressing /. You should have enough points to buy all of the gadgets and upgrades long before you finish all of the side missions in New Game.
The remaining gadgets are either obtained through story progress or by side missions. The following are the gadgets obtained through side missions:
- Grapnel Boost – A.R. Training Side Mission (A.R. Knight) – Complete the first four A.R. training missions, all around or north of the amusement park in the Industrial District. You'll unlock the Grapnel Boost and the remaining four training missions for A.R. Knight.
- Freeze Cluster – Stolen Goods Side Mission – Sionis Steel Mill, enter through the exploded roof entrance after finishing the story. Exit Joker’s room, into the room with the electromagnetic hook. On the east side of this room will be a door leading to a freight elevator. Make your way down the elevator into the rooms with this gadget.
- Remote Mine Detonator – Iceberg Lounge Side Mission – Iceberg Lounge, return to Penguin’s boss room after finishing the story, by entering the door on the right side of the museum in The Bowery (thugs will be trying to bust the doors in). The front door to the lounge will be barricaded after you rescue the officers in the story, so you must enter the side from outside the museum.
Note that all gadgets carry over to New Game Plus, so if you somehow don’t have all of them by the time you’re done with New Game, you’ll invariably be able to get this trophy in New Game Plus.
