This is simple.
Go to the Ferris Wheel Hostage Predator Map (which it is essentially) and take out the first 4 men patrolling the area and the 2 snipers ( I suggest you take them out first). Then turn off the Ferris Wheel, which actually makes it spin out of control in speed due to rockets replacing some passenger cages on it.
The second portion of this predator encounter has 7 or 8 men (I believe) come in as backup. Easily defeat them all and take control of the Ferris Wheel speed. It's easier for you use Detective Mode to scan the cages to see what cages you should stop on. You need to save 2 hostages from the Ferris Wheel cages. Stop their cages at the loading deck and allow them off. Saving both and having the camera pan back to Batgirl makes the achievement unlock.
Enjoy a fun 10 G.

I've tried restarting the DLC on this, but no matter what I do, I never get an option to pull the brake for the ferris wheel.
Worked it out - I rescued at the Ghost ship, tried to go straight to ferris wheel without defusing first bomb with Robin.

Story-related, cannot be missed.
This achievement will unlock after taking out both waves of enemies at the Ferris Wheel attraction, slowing down the ride, and rescuing all the hostages.
