For this achievement you need to grab 2 keycards from guards. The first guard's area is marked on your map. Head there and look to a container suspended in air, where there will be a dead guard still attached to his parachute. The next guard will be directly west from the next waypoint's location, on a rooftop surrounded by thugs (look for his red/white striped parachute). As soon as you start talking to Nightwing on the radio the achievement will unlock.

Incredibly buggy for me, I've done this section on the base game and new game plus, yet it simply refuses to unlock.

After speaking with the guard, leave the airship and make your way to the first guard’s location. He can be found on a shipping container (attached to the crane) in Dixon Dock West in Bleake Island. Interact with his body to retrieve the first keycard.
The second guard is on top of a rooftop building in Chinatown (Bleake Island), surrounded by a group of thugs. Defeat the hostiles and speak with the guard to obtain his keycard. The achievement will unlock after getting this second keycard.
