This is a story related achievement (potential spoilers).
Once you have made it to Founder's Island and progressed through the first Blimp (whereby Stagg is taken from you again and transported to the second blimp). You will have to collect some of his fingerprints to control the security turrets on the first blimp, once that is done and the turrets on the second blimp are eliminated, proceed to the second blimp (this is all story related so you will have an objective marker to follow). Once on the second blimp progress through it until you get to the room with Scarecrow (two scarecrows, you will see what I mean when you get there). It doesn't matter which one you choose to attack, personally i attacked the left one and got it wrong but I get the feeling you get it wrong no matter what. Either way, some dialogue will start up and guards will attack you, fight them all and then Scarecrow will talk to you again. He will then be detached from the blimp and you will earn the achievement.

Is this achievement glitched? It's not unlocking for me at the end of the cutscene

alot of achievements dont unlock at the right time, if they don't you have to back out and revert a save/watch the cutscene again to make it unlock. If you miss your chance you can get/try again in the newgame+ playthrough
