This is part of Killer Croc's side missions. After he takes the Warden you will enter a room with Nightwing and a group of prisoners. Defeat them and this achievement will unlock after talking to a guard in a room upstairs.

In Killer Croc's side mission, you’ll need to head over to the downed Iron Heights Penitentiary airship off Bleake Island. Once you arrive and enter through the marked hatch, traverse the interior of the ship. Take note you’ll need the Freeze Blast gadget for this mission! After a tense Dual-Play fight inside the ship’s rec room, speak with the guard inside the control room nearby and the achievement will unlock.
