This achievement is story-related and unmissable.

Strategy Note: Go to Administration first to obtain the Shock Batarang. They are a perfect defense for the flying drones.

First, you cannot take out Penguin head on as he will unload on you with his shotgun as well as his henchmen with the machine guns. The trick here is hitting the alarms with your Batarang to cause misdirection. Once the machine-gun thugs go to investigate, sneak up behind one of them to use your Batclaw () to take him down (I found it easier to go to the very top level and hit one of the fire extinguishers, and a thug will come check it out. to the center vantage point, then use your Batclaw to incapacitate him). Same for the other one. When you’re done with them, Glide towards Cobblepot for a ground beatdown.

On the second go-round, the Penguin will bring out three machine-gun thugs and a drone. Same as before with the thugs. Use the Shock Batarang on the drone (if you have it).

On the third go-round, Penguin will bring out more machine-gun thugs and now with two drones. Repeat as mentioned above. Here’s a tip: if the thugs are far away from Cobblepot, you can just Glide to him and it’s over, ignoring the thugs completely.
