This achievement is missable.

There are 20 Penguin cages around the Cell Blocks area. When you find the first one, go into Detective Mode, hold and hover over it so that your database recognizes it (for you to aim at). Use the Batarang to destroy them. Be careful not to be too close to them when they fall when hit – they will damage you. Follow this video for their locations.

Note: Some Penguin Bird cages require specific equipment to reach them.
