This achievement is missable.
There are 20 Black Masks around the Industrial area. When you find the first one, go into Detective Mode, hold 
and hover over it so that your database recognizes it (for you to aim at). Use the Batarang to destroy them. Follow this video for their locations.
Note: Some Black Masks require specific equipment to reach them.
