Just a small addition - please remember that the data you see on the map is not everything you have to find - there's stuff inside buildings (Police Dept., Steel Meel etc).

I think it does, but as I recall, that one is kind of locked until you find all of the others

I checked the link more closely. There is a datapack (in addition to the Riddler trophy) inside Enigma's HQ. I believe you just need to destroy all the network relays to access it.

Yeah, that's what I was thinking, you get all the datapacks and then the Riddler trophy is kind of like a moment of foreshadowing. But the link is good right?

For anyone else wondering about what gadgets you need. You need: Remote claw ( obtained in story ), executioners' gloves ( obtained in story ) and triple batarangs ( obtained by spending skill points ).

I found a better guide at http://guides.gamepressure.com/batmanarkhamorigins/guide.asp.... While this guide doesn't contain walkthroughs for all of the data packs (so keep WLC93's link handy as well), it does have pretty good descriptions for getting the tougher ones.

What I found most useful about this guide is that they numbered the collectibles in the order they are in the game. If you go to the Enigma page under Most Wanted, and then scroll down to the particular area and extortion file you're interested in, the linked site numbers the data packs from left to right, where WLC93's Games Radar page numbers the data packs with some arbitrary order. It may be in a clockwise pattern or something, but since I had already picked up some of the collectibles, I was having difficulty figured out their numbering scheme.

Enigma items come in two forms in Arkham Origins. Datapacks, of which there are 200, and 70 Network Relays. Datapacks are collected in similar ways to riddler trophies in the previous Arkham games, and network relays are destroyed by batarangs.

They all can be shown on the map. Datapacks are revealed by going to the Enigma informants marked on the map and interrogating them, revealing a set of 10. Network Relays are revealed by destroying the tower in the corresponding area of the map, as described in Shut Down.

The network relays are no trouble at all. However, some of the Datapacks require a puzzle to be solved, and some can be quite tricky. Also, a lot require gadgets that you do not have until late in the game, so it is best to save these for after you have done everything else. Some also are in buildings that are not accessable until reaching them in the story. The 20 informants will reveal every location to you, but if you need assistance with any of the puzzles, GamesRadar has a great guide for all 200 Datapacks, sorted by group:

Enigma Items are a form of collectibles that Edward Nigma has left scattered across Gotham City. Early on in the game, after meeting him via a radio broadcast in the Coventry Radio Tower, you can immediately make your way to his HQ in the Burnley district of New Gotham. Once you reach the bottom floor and approach his computer terminal, you will speak with him via another broadcast where he reveals information about the "enforcers" he has around Gotham.

After receiving this information, exit the HQ and your world map will now have blue Enigma icons around each district. These icons represent the enforcers. They tend to have a green aura surrounding them when you get near, so you can easily identify them if they are in a group of thugs. After interrogating them, they will reveal the locations of the 10 Data Fragments for a single Extortion File. The collectibles will be represented by small green cellphone icons on the world map.

Take note that some of these collectibles can only be retrieved with certain gadgets - notably the electric gloves, triple batarangs, or glue grenades. Since some of these gadgets are directly related to story progression, you may want to wait to collect the Data Fragments until post game. Either way, once you have collected all 200 Fragments, the achievement will unlock.
