How to unlock the One down, several to go achievement in Batman: Arkham Origins - Definitive Guide
The Most Wanted page can be found by pressing the 'back' button and scrolling with the boosters. Upon starting the game, there will be a variety of blanked out boxes, but as you progress through the story and receive new side missions, the villains responsible will appear here.

There are nine Most Wanted entries in total. The first one you unlock is Enigma, but the first you can achieve is Anarky, when you first leave the Final Offer shortly after achieving One Eye Open. For more details on this side mission and the other ones available, see Clean Streets.
The earliest you can obtain this achievement is after leaving Penguin's ship, The Final Offer. When you exit the ship to the outer decks, a political activist known as Anarky will begin projecting a message on the mast of the ship.
Speak with his follower who is located directly in front of you on the catwalks. You will be forced to beat the clock and make your way to a bomb site on the other side of Gotham City. Get there as quickly as possible and take out the group of thugs around the bomb before defusing it.
Once the first bomb has been taken cared of, the next follower will be marked on your map. Open up your world map and set a waypoint on their location. You will now have to repeat this method twice more for the next two bombs before you can finally confront Anarky at the courthouse in the Park Row district. After defeating him, the achievement will finally unlock.
