This bugged out for me on my first playthrough. Had to start a new save and play through to this point again and then it popped.

Ive found that with the bugged achievements, if you quit the game entirely and then go back on and play the part again, it unlocks it. The game doesnt actually save when you finish a boss battle. It happened to me with the two titans battle and 2 out of the 3 scarecrow encounters

Get it by going through another stealth fight with Scarecrow and a short fight at the end.
