How to unlock the Bargaining Chip achievement in Batman: Return to Arkham - Arkham City - Definitive Guide

You will get it for finishing the Mr. Freeze side-quest.

Mr. Freeze will ask you to rescue his wife. To do so you have to find her. Finding her is actually the hardest part of this side-quest. Go to the rough location indicated on your map. Pretty much in the middle you will see a door that is glowing orange (as all entrances do in Bat-vision). You won't be able to enter the building through the door. You have to go to the nearby water. Jump on the small boat there and throw a freeze mine in the water to create an ice floe. Step on it and drag yourself to the destroyable wall using the hook on the wall. Destroy the wall and go inside. There you will find Nora Freeze and the achievement is yours.

You don't get the achievement for finding her. You get it for going back to Mister Freeze and telling him where she is.

I really think you should change your wording a bit. You can complete the story without doing this so i would say it is not story related and is missable. I realize you could complete it after the story but I'm not sure it counts as unmissable.

this achievement never popped for me and I completely the side quest for this achievement.

Side mission – Heart of Ice.

After locating Freeze in the GCPD, talk to him among other things, and he will then tell you to go and locate his wife which can be found in Warehouse 58. The waypoint will guide you there, however, keep in mind the entrance will be guarded also when you try to get into the building a thug will come to the door and lock it again. Your main entrance will be on the side of the building (on the water via a breakable wall – you will need to throw ice next to the wall then blow it up with Explosive Gel).

After you have entered the building, defeat all the thugs then head back to Mr. Freeze in the GCPD to let him know you have located his wife.

You don’t have to leave the same way you came in. Head to the front door and use your Cryptographic Sequencer on the panel which will unlock the door.
