This achievement is story-related and cannot be missed.
You will get this achievement pretty early in the game. After following the Joker to his hideout in the factory, you'll have to enter through the big chimney. Make your way around the premises. The achievement should unlock as soon as you enter the facility.

Didn't unlock for me either. Not sure if quick resume related but other achievements unlocked...

Story related, and cannot be missed.
Upon reaching the Sionis Steel Mill in the Industrial District, you will be greeted by another predator type area with armed thugs. Clear them out, then grapple up onto the Chimney. Once you reach the Loading Bay inside, the trophy will pop.
