Trading goods are none consumable items like Salt, Furs, Cloth etc.
You can find them at most settlements. They are cheaper in villages and more expensive in larger towns.
Buy them in villages ideally for around its value price and sell for profit at larger settlements.
Each item in your inventory represents one “stack” of goods. So once you’ve sold an item ten times the achievement will unlock.
