The first level 3 battle burst I received was Might of Aramus (Gully)
In order to unlock Gully's level 3 Ultimate Burst, you'll need first complete the Dungeon: The Dig. Afterwards, make your way to Beastmaster Raha in Harm's Way and choose the 'Train' option. If you are not yet of a high enough level (you should be, I'm guessing its somewhere between Level 10-12), she'll tell you to kill more enemies, if you are of a high enough level, she'll automatically teach Gully the new Burst Attack. Boom you'll have the achievement.

Got this with Gully first as well, but didn’t pop. She wasn’t in my party though. Added her to the party a few minutes later and it instantly popped.
