Olivia appeared for me on battle 7 of Arcade Mode with Ashley. I'm fairly certain these battles are consistent, though I could be wrong. Anyway, I strongly suggest you do this one on very easy as you'll need to weaken the foe to near death in order to finish with this move.
"Steal your heart" is executed by doing a half circle away from you and pressing A or C (in game buttons). It's a grab so you'll have to be right on top of her and when I used it the attack seemed fairly weak. In order to bring the foes health down all the way I suggest weakening the opponent however you see fit and spamming A attacks until your opponent is down to at least 20 health.
As the description says, this has to be done in arcade mode. Second controllers interrupting the fight in arcade mode will not earn you this achievement.

in arcade mode every time i went with ashley olivia was on stage 7, when you get to her just weaken her and then use "steal your heart"
