To perform the move, you'll need a heat bar to input it
The command is 2 360's on the stick and then the A or C button (default controls X or Y button)

I just wanted to add that I did not have to be in heat mode for this achievement to unlock, nor did I have to do the super version of the move. I just did one 360 motion and pressed C, then continuously made 360 motions with my stick until he flew up into the air.

For me, I needed to make sure rounds were set to 3 for Arcade mode; this will make it easier to build your mana meter. Then you need to get Donvalve's mana meter up to 3 stocks; having 2 stocks might be sufficient, but I built up 3 just to make sure. To build enough meter, you might need to get your opponent to near death with weak attacks, then allow them to win at least 1 round.
Once you have 3 full meters, Heat up by pressing
and then attempt to input his Don Don Swing Move. The name of the move should appear on the screen. That is when you should begin rotating the 
quickly until the move is finished.

This HAS to be his SUPER Don Don Swing (where the name pops up on the screen) and you HAVE to keep the rotation going until he flies all the way up in the air off of the screen and then throws the enemy down to the ground.
