You Will simply unlock this just from playing the campaign missions.
However if you just train the maximum of riflemen that you can and then enter mission 8 (mind your step) and spam all rifle men on to one beach they will all get blow up by mines or shot down soon after by gunners.

This should come with natural progression. When you're first attacking...use predominantly all riflemen and you should get this easily and still win your battles.
