You unlock prisoners by using the green gems you collect in each level, they start off at 10 gems per prisoner and go up in price the more you buy, i stuck with buying the circle heads and bought them all while they still cost 15, so if you buy multiple types this will take much longer as eventually the price will keep going up, so just stick with one head shape until you get it.
You can also trade for any heads you are missing to help speed things along, eventually you'll have excess yarn to trade with newer players who might randomly have one that you need, trading will also help towards the Global Trader achievement.

Just wanted to add that my cheeve didnt pop when i got all the heads by trading for the last one. So i traded one of the heads away and bought the last one from the machine for 20 gems and the achievement popped. If anyone else was having trouble with this it might help.

Prisoners can be unlocked by obtaining gems from each level and entering the gift shop located in each chapter (excluding chapter 8) and approaching one of the machines to choose which heads to unlock, square, triangle, circle or cylindrical. I started with collecting the square heads as they were only 10 gems to start. (Correct me if I am wrong) but the price increases as you purchase more of that head type.
You can also trade with players in-game to obtain heads quicker. Trading with yarn can be faster as it will become apparent when you have bought all the weapons and have some left to trade with any players.

Each of the four prisoner machines dispenses prisoners of a certain head shape, as indicated by the sign above each machine. Assuming that only prisoners from one head shape are bought initially, it will take 830 gems to unlock them all. The prices of the heads will increase from 10 gems each, to 15 gems and finally 20 gems for the last few heads of the set. It is also possible to trade with other players for some of the heads to complete the set. There are 64 characters total in each set.
