I suggest play as defensive, it has more chance to win the match.
The biggest problem of this achievement maybe is nobody plays this mode in some region such as Asia or Oceania cause the bad sales of Xbox One in these regions.
BF1 doesn't allow you select server for operation mode, but you can do this by switch your Xbox One's location in system settings, switch to United States and try again maybe you can search a match to play.

Simply go to the game hub of Battlefield 1, press
twice to go to "Friends & clubs". You will see clubs related to Battlefield 1 here, and there's a well populated one called "Battlefield Veteran". Select it, and press 4 times to go to the "Roster" tab. This shows all the members in the club, and chances are some of them will be playing Operations on BF1. You can see this when it says "Battlefield 1 - MP: Grand Operations on [insert map here]". When you find someone who's in this activity, select their gamertag and attempt to join in on their game. You won't be able to join on everyone due to some privacy settings that people have, so keep trying different people until the "Join Game" option is highlighted, meaning it can be selected. After that, it's just a matter of waiting for the game to load up. (There's a chance you may be in a queue to join the game, just give it some time.)
It may be an overcomplicated process just to play a match of Operations, but until DICE adds it into the server browser or fixes matchmaking for it, this is your best bet.
I joined the Battlefield Veteran Club, and after some tries I managed to join a game from one of the members.

Operations is a new game mode introduced to the battlefield series. During this mode you will attack or defend several battle fronts. In order to get this, you will either, as an attacker, have to fully push through all of the defender’s positions and win or, as a defender, stop the attackers from fully capturing all of the objectives on the map.
As an attacker you will have three chances to take all of the defenders positions. Your team will have 150 tickets to start off with. These tickets will start to deplete as your team dies, so you will want to try to play as a team to win as these tickets can drain rather quickly. If your team happens to lose all of their tickets then you will have 2 more chances to take all the defenders positions. During your second and third chances though your team will be given an airship at the start in order to help you advance through the defenders positions. The airship will stay on the map until it is destroyed which actually gives the attackers the upper hand in the second and third rounds if they can utilize the airship properly.
As a defender you will have to stop the attackers from taking your objectives during three different attempts. During each set of objectives all you need to do is hold at least one of them in order to drain the attackers tickets in order to stop them from advancing. During the second and third attempts this can be harder as the airship that the attackers will get can wipe out your team if the objectives are located outside.

To unlock this achievement you will need to win one Operation in multiplayer. This is a new mode to Battlefield, though for any returning players it will feel the same a the Rush game mode just on a larger scale. You are either attacking or defending points on the map. When the points of a sector are taken then you move back to the next ones until the attackers eventually take all points and if they're successfully defended until the attackers run out of reinforcement tickets then the defenders win. The attackers get three attempts to take all of the sectors, so if you are attacking and lose all of your reinforcement tickets, the defenders win that 'round' (which is suffice for this achievement) and the attackers get two more attempts to take all of the points.
There's not much in the way of strategy to help with this, it's effectively just an online match. Hope to be teamed up with a decent team. It's a pretty enjoyable game mode though and you still rank up all of your classes and general rank as you would on other online game modes.
