How to unlock the Watched, Dawg achievement in Battlefield Hardline - Definitive Guide
[WAHEY NOW THE FULL GAME IS FREE IN EA ACCESS, REJOICE!]
Can be ground out in Episode 1 (if you're restricted in EA Access like me, which is pointless in two days anyhoo...)
At the beginning of the 2nd segment of Episode 1 you find yourself on a rooftop overlooking the school, with Tap in the parking lot. Hit RB, highlight Tap and hold A for your first scan.
Roughly 2 mins later after his meandering trip up the stairs, the game scripting turns off the scanner as a car and a van pull into the parking lot. Hit RB again and scan the car. The backseat passenger side... passenger will be Lawrence Kent, outstanding warrant #2. Scan him as well by holding A.
If you want the 1000xp apprehension bonus, then proceed down both sets of stairs (and the 2 suspects) and arrest Lawrence where he's blocking the doorway to the courtyard.
Either way, reloading checkpoints do not count unfortunately (it will decrement the counter in Achievements, in fact) so you will have to Restart Episode, and slog through all the unskippable dialog sequences and repeat the process 4 more times.

I used this technique combined with the third solution (by WOW DYLAN) and this worked well. I needed three more after completing the game, so I worked up to the point where I had just arrested Kent. Then I got killed by the enemies, and it gave me the achievement without any further scanning. Your method is a bit time consuming but it works with almost no danger or challenge.

- Warrants and Evidence are saved instantly. No need to get them again if you die.
- Prologue and Episode 5 don't have collectibles

For myself all I did was scan the person who I was looking for which was Gary Volker in EPISODE 2 but because i'm not a very good player I kept on dying so this made the game think after every time I died it would count as another scan. So my advice would be scan your target and then DIE by the "bad guys" and when you re spawn it should count as another scan.
The reason I recommend episode 2 as the warrant "target" spawns down stairs and as soon as you die all you gotta do is walk a bit to your left and look down. Gary Volker is the last warrant in Episode 2.
There is no need to reload checkpoints or the level just die by the bad guys and it should go up like it did for myself.

This game is very buggy, in positive way some times: for example, I've just got this achievement after I reloaded more times (3 or 4 times may be) the checkpoint at gator farm, because I was not earning Thomas Bell warrant. However I simply reloaded the checkpoint (without deaths). : /

This seems to work for me. I used this technique combined with first solution (by WestsideSxE) and this worked well. Whenever you see a group of enemies, turn on your scanner with R1 and do a sweep.
Warrants are signified by a red person symbol AFTER you've scanned them once.
But remember, to actually IDENTIFY a warrant, you have to hold down X to zoom in and get the details, turning the red person symbol into a red handcuffs symbol.
Sometimes a zoom may be interrupted by an obstruction of line of sight, so be sure to have the warrant target in a clear sightline.
