A Fortified colony is one of the 12 colony worlds that have a Colonial fleet led by an officer orbiting them. You need to have 10 at once.
You can do this early in the campaign by attacking cylons and doing purple missions than just sticking an officer on corvettes on all 12 colony planets but the cylons can take them out.
Your best bet is to wait for Artemis class Battlestars. Build 9 (fleet group diodolas counts as one of the fleets once you put an officer to it) and then have each one sitting around the 12 colony worlds. Once you have fleets around all worlds and end the turn (resolving any battles that may crop up), the achievement will unlock.
The colony worlds are (In Stellar Groups):
Helios Alpha:
Caprica
Gemenon
Picon
Tauron
Helios Beta:
Virgon
Leonis
Helios Gamma:
Scorpia
Libran
Sagittaron
Helios Delta:
Aerilon
Canceron
Aquaria
