This achievement can easily be combined with other Cylon fleet achievements, see my By Your Command solution. Below is a standalone solution.
From the main menu, go to Skirmish and start a 4000 point battle as any Cylon fleet. Once the battle starts, go to one of your ships and press Commands. Go to System Processes and redistribute power any way you like by moving the sliders. After you've pressed Done, Distribution of Power unlocks.
