Introduction
To unlock this achievement you will need to purchase all of the blueprints in the single-player campaign. Blueprints are research items that, once purchased, will allow you to build better ships and equipment. They cost varying amounts of Requisition Points (RP) depending on the quality of the individual blueprint sought.
The blueprints screen can only be accessed from the strategy table (the tactical map showing the different planets and fleets). To bring up the screen, press "Y" and then select "Blueprints" from the menu. You will not be able to purchase your first blueprint until after Chapter Four: Cocalus and more will unlock as you progress through the main story missions.

The following is a list of all blueprints that you will need to purchase in order to unlock this achievement along with their associated costs in Requisition Points:
Capital Ships
Adamant Frigate (500RP)
Ranger Cruiser (1350RP)
Minotaur Gunship (1150RP)
Atlas Carrier (1215RP)
Battlestars
Artemis Battlestar (2200RP)
Jupiter Battlestar (4800RP)
Munitions
Torpedo (240RP)
PCM (720RP)
Armor Piercer (560RP)
Nuke (1800RP)
Squadrons
Viper Mk II (800RP)
Sweeper (400RP)

Downloaded a patch a little over 3gb.
Launched game. No achievement.

Yeah it would appear that they still haven't fixed this in the update today 15/06/2018.
