From the main menu, go to Skirmish and start a 4000 point battle. I created a custom Cylon fleet consisting of two Nemeses. I gave my Colonial opponent one Minotaur. You could give your Cylon fleet more Nemeses, but I noticed that the game tends to lock up when you load up a skirmish with unbalanced custom fleets.
Once the battle starts, move the Nemeses towards the Minotaur. Once they're in hacking range, select the Hack command on both ships and target the Minotaur. Technological Superiority will unlock after one turn of hacking.
If you redistribute power on one of your ships with the System Processes command, you'll also earn Distribution of Power. Just move any subsystem slider to redistribute and press Done.
