This must be earned in a Multiplayer game. The legit method is to have an awesome team, and make sure you kill 3x as many units as the enemy does. Killing planes will greatly improve your ratio because they give you many kills quickly.
The alternate boosting method is to load up a private match and simply kill all of the other player's units, then complete the match. Whether you win or lose, it doesn't matter as long as you killed 3x as many units as the other person did (ideally they shouldn't kill any of your units).

Surigao Strait is still played quite often, choose Japanese side with two ships and go toward the pt boat base, kill a at least 6 of them and this achievement will pop. I earned it that way, destroyer work best with their aa gun. Trying to take out pt boats with anything else then AA is quite hard since they can evade your shots with ease.

My point is that it doesn't take a good team but it takes a battle of strong units against many weaker ones (planes/ptboats). Even if you are doing great in an equal battle you won't get 5:1 maybe 3:1 so these achievements are a bit ueless, win three games in a row would be better.
