There are 11 training missions that you need to complete to unlock this. When you start, select single player and then select Naval Academy. The training missions are as follows:
1. piloting a ship
2. manning the guns
3. tactical map
4. dealing with emergencies on board
5. carrier ops
6.fleet formations
7. taking command of a fleet
8. piloting a plane
9. aerial ordnance
10. commanding squadrons
11. silent hunting.
All are pretty self-explanatory and each takes around 5 minutes or so to complete. After you finish the last mission, the achievement should unlock.

Creech
[Single Player] Go through the training (2nd option under single player). It will take about 20 minutes or so, but since it teaches you the various commands, it is a good idea anyway.
