Easily achievable in any of the submarine missions, particularly the second one I found, which is the one I recommend.
You start with 30 torpedoes, just make sure you get over 15 hits on ships with them (50%). Most torpedo hits won't be a problem to get, because nothing else can or will fire any torpedoes in the second submarine mission.
