This Achievement is for allying with the pirates in career mode.
You'll need a specific run for this one, as allying with the pirates will automatically cause all other factions to be hostile to you.
As with all the other "become allied with..." achievements, you can boost the speed you complete it by taking max reputation on missions for that faction, and avoiding missions that act against that faction.
