I got this while using the Chain Lightning power-up. I'm unsure if the Tesla Coil works for this achievement.
Go to quick race and edit rules by pressing
at the track selection screen
-Normal Difficulty (CPU doesn't use the powerups as much on lower difficulties)
-8 Cars
-3 Laps
-Driver Ability 0x
-Double Powerup Bubbles
-Random Powerups (doesn't really matter here, but great for other achievements where you have multiple powerups enabled)
-No Permanent Effects
Now just let the CPU shock and pass you. Pay attention to which driver did it (it will show you their icon on the bottom center of the screen). Return the favor and pass them to unlock the achievement.
