Go into quick race and press 
. Use these settings:
Trivial
8 Cars
2 Laps
Driver Ability 0x
Fast Powerup Bubbles
Customize Powerups -> Remove all but the Power Vacuum and Jacks.
Pick any track, character and car
Start the race and hang back to increase your chance of getting a Power Vacuum. Once you have one head to the front of the pack to try and get some Jacks. When you do, place them out of the way where they won't be sucked in by anyone else. Now just do a lap and use the Power Vacuum just before you run over your Jacks. Pop.
