Go into quick race and press 
. Use these settings:
Trivial
8 Cars
1 Lap
Driver Ability 10x
Double Powerup Bubbles
Untouchable Humans
Customize Powerups -> Remove all but the Spring.
Pick any track and choose Leilani. (Car choice doesn't matter.)
Start the race and pick up a couple of springs. When your Ability charges use it and immediately use both Springs. Try to do it in the centre of the track, or bottleneck point to increase your chance of hitting somebody. If you successfully hit somebody with both it'll pop.
P.S. It's worth noting that for some reason if you use Leilani's alternate costume when going for this, it won't count...Make sure the flowers are pink.
