In the second chapter, the Glimmering River, your second encounter with this biome's star species will direct you to pick up a rock and then throw it into the water so the otterdile will dive for it. It will then bring it back up and toss it back onto the shore (usually somewhere right next to you), so just keep picking up the rock and throwing it in the water 20 times.
