(Edit: After completing the game, your photos/progress are saved and there is a Chapter Select option on the Main Menu.)
This should unlock during the credits.
However, if you're like me and had to go back for a few missed achievements, you might run into the issue of getting 30/31 with this one not popping right away.
What I did:
I saved and quit the level I was currently replaying. Then I simply Continued/loaded my save. It unlocked. Problem solved.
I'm uncertain whether it was convenient timing/desyncing from Xbox, though. This is just what worked for me.

This happened to me after I finished the game with all other achievements unlocked, but as you said I just chose to continue the game after I finished it and it unlocked after loading the level.

Same thing happened to me. I had to choose continue after the credits an it unlocked after loading the level.

On a couple of achievements, I've collected the photos, but achievements haven't unlocked. The game is pretty short, so I could play through it again, but it is annoying.

Bird,Bug,Griffin and Reptile achievements bugged on me. All other area achievements were fine, so annoying.

Didn’t pop for me either, but can definitely confirm that saving the game and then clicking continue on the main screen makes it pop.

I finished the game and was stuck at 30/31. I tried starting a new game, then saving a quitting and starting again to get the achievement to pop. It didn't work. I tried uninstalling, then re-installing the game. Didn't work. Then I went into manage game, cleared saved data stored on the Xbox. After I did that, I started another new game, ran up to the first beetle, and snapped a picture. The achievement popped after this.
Hope this helps anyone who is stuck on 30/31.

Achievement didn't pop so I went back to the first lvl took a pic of the first beetle and it popped right away. No need to delete file or anything

Never skipped a cutscene, missed no achievements, watched the whole slow as fk credits: No achievement: panic.
Had to start the game from the finished savegame for it to unlock.

Was worried about this one not popping because of some problems with this type of achievement but Saving, Exiting to Menu and Loading the save unlocked it!

For me I had to chapter select to get the first Island Spirit pic. After quit/save and continuing I did not get the pop. I tried a few times and only got the pop after going back to main menu and chapter select to the Painted Plateau

Several achievements were bugged for me after finishing the game.
For example, the achievements for capturing all photos of the bats, bugs, and frogs didn't unlock, even though I got all the photos.
After completing the game, I selected the Glimmering River level, and got each achievement after taking a picture of the first bug, bat, and frog I saw.
Then obviously the achievement for capturing l photos in Glimmering River unlocked too.
