Going by what Z3RO 37 posted, the flowers that need to be pollinated are in 3 locations:

1) in the building/alley with boxes and other junk
2) and 3) the far left and middle trees in the median between the two sets of lanes

This means that, at the beginning, you don't have to worry about stopping to look for/pollinate flowers, as they are all near the end of the level. Also, there are a total of 20 flowers. Hope that helps.

While flying through the rain you are going to enter a wind tunnel that will take you into a small alley full of boxes and other junk. The first set of flowers are in there. Just after these and after the cutscene are the next set of flowers under the trees on the median. Make sure you go to both of the trees housing these flowers because these are the last of the flowers before the achievement pops.

In case you missed the instructions, here they are:

LEFT TRIGGER to lock on to a flower.
RIGHT TRIGGER to pollinate the flower.
RIGHT STICK to move to the next flower.
