When you start a new game, the default setting for the number of planets is 5. You need to move the slider to 7, which is the maximum number of planets.
The achievement will pop as soon as your colony space ship lands on your 7th and final planet. If you haven't done this before reaching the end game, you can choose to continue playing as the credits roll and still obtain this, which is what I did.
