For this achievement, you are required to advance through the tech tree until you can research Shields. This technology comes quite late. Once researched, you can build Shields. You are required to build a Shield on each of the large islands on your planet.
When you build the Shields and supply them with power, make sure there are only Solar or Wind energy sources available on each island. You should see a glass-like shield over the whole planet when all of the shields are powered up.
There was a tamed Sphinx (supplying power) on one of the islands in my first attempt, and the achievement did not pop, and the planet shield did seem to blink off occasionally. I changed to a different planet that had no Sphinx, and built Shields there. After an hour of time on the in-game clock, the achievement finally popped.
