You obtain this achievement by building and powering an Aegis Shield on all the big islands on a planet, usually 3 or 4 islands. You do not need to build any on the polar ice caps or the very tiny islands that usually have a rusting hulk or stone mountain. It looks like the shield won't cover the planet, but once the last shield is built, it fills in the gaps between the islands. If you do this on your home planet, you do not need to build one on the Crystal Island.
Aegis Shields are a late game technology. They are unlocked by researching Shielding in the tech tree which requires 60 purple, 60, green, 60 blue, and 60 red research. You will also need to research Laser (100 purple and 50 red) and Protective Clothing (80 purple, 80 green). The last two techs are needed in order to mine Astrobaleenium, which is required to build an Aegis Shield generator.
The last techs on the tree are revealed once you discover purple research, either on a planet that has an island with purple research clusters or by using a submarine to explore sunken ruins in the ocean. (If you discover and colonize the Crystal Island on your home planet, you can research and build the Research Institute which will generate all 4 resource colors, minus yellow only found on the Crystal Island.)
Finding Astrobaleenium might be the more difficult part of this achievement. I found a single deposit of it on the fourth planet I colonized. It's a 3x3 raised piece of land that looks like a lava field with lots of red veins, surrounded by a ring of highly polluted land. Once found you need to build a Protective Elevator to access it in order to build the mine.
You need a large number of resources to build one Aegis Shield generator. 16 cement, 100 tools, 100 steel, 50 glass, 30 gadgets, and 12 Astrobaleenium. And then you need to power it. I built 3 wind generators with each of my Aegis, though 2 might be enough, as I was also going for the Environmental Protection Agency achievement for maintaining a full planetary shield for 1 in-game hour using only wind or solar power.
