Tried a few times and I always had just 1 peep who wasn't happy. I eventually got it by activating Party Time at 1 of the Meeting Squares before unloading the boats. I had another 4 Meeting Squares which was enough to get the job done.
Seems like the initial 5 peeps who colonised the island caused the problems.

It’s possible to get this within 20 minutes on the Apocalypse Soon scenario. You start the scenario with all techs unlocked and sufficient good meals, good smoothies and good clothing to keep the peeps happy.
First clear the area immediately surrounding the spaceship. Next you want to build sufficient apartment buildings to house 200 peeps, I did this by clustering them so you get the additional two peeps per building, however this is not strictly necessary you should have plenty of time regardless.
While this is going on dot some fountains around the apartments. Ensure good coverage and that every apartment is covered by at least one fountain. I also build two music shops to boost happiness.
Peeps will automatically spawn to fill the capacity of the available buildings. I did build a meeting square in case the extra push was required however the achievement popped the second 200 peeps were housed.
