To "Finish the game" you need to completely build and upgrade the "Space Whale Charmer"
You can indeed go back and still play the save after the ending :)
(Would also recommend not building a cleaner an entire playthrough for the extra achievement)

FYI, finishing the Hut-Owners' Scenario does not unlock this achvt for finishing the game, even though you do the exact same ending sequence.

Just a FYI, there are 6 levels of upgrades for this thing.
