This isn't too hard to do after reaching end game technologies. I can confirm that peeps exhausted by weather do not affect happiness. Delete/upgrade all the huts and houses on an island into apartments, then spam fountains on all green tiles until you have ten.
Make this easier on yourself by starting a new game with pollution completely turned off, otherwise you'd have to remove pollution-causing buildings like factories and the like. I ended up getting this on my second island on my first planet, which was a desert island. I deleted a few farms to make way for fountains but at this point in the game the automation upgrade for the remaining farms kept everyone content. The achievement popped right away after the tenth fountain finished construction.
