You'll need the following unlocked:
Space travel
Meeting Square
When ready build a rocket and head out and colonise either the closest planet to the sun or the one furthest away from it and start building your settlement.
Make sure you add a school and enough houses for fifty or so people and only build Wells for water and potato fields for food
Once your population is at fifty build the market square
Click on it and throw a party, I had to wait and throw a second party at which point the achievement unlocked
