To get the option to start this mission you will need to first watch Stephen Dawking's favorite tv show three times and a dialogue option will pop up Asking about Work. He will tell you about his disability and will ask if you can help him get his disability certificate. Make sure you agree and head home. Once home make sure you have 3 hours to spend and go get his certificate. Now make sure you don't say to have him sent to the clinic to get his disability fixed or the achievement will be unobtainable. After you return the certificate he will tell you about the Suburbs and that he wants to fix the issues. You agree to help and he will ask if you can help with three different things and you will automatically say no as you don't have a solution.


Now there is multiple ways to solve this. I used the fastest, which is to get the Antidote from Oliver. This will cost you 1000 authority and then 1000 gold. Just make a save before if you don't want to spend that cost and reload once you earn the achievement.
