This achievement requires you to Set up Marco Legrand, while working on the first floor. The way I did it was to get close with Marco by doing pranks on Peter Dong. Additionally once you've done several pranks on Peter you will need to go into Marco's office, go onto his computer, and learn about his inheritance that his father isn't paying. Once you have this knowledge speak to Peter Dong and a new dialogue option " Talk about getting revenge on Legrand". Select this dialogue option and select "Tell him Legrand needing money". This option won't be there if you haven't gotten this information off of Marco's computer, which will force you to select "I need to think!". Once selected it will go to a cut-scene and show Marco Legrand making an ass out of himself, as he believes that he now has the inheritance and can quit working at the ministry.
