This achievement should come naturally through progression, but since it can only be done on Floor 1 make sure you unlock it before getting a promotion. Processing forms is the only job you have on Floor 1 and is quite simple. You will spend 2 hours and get 5 people to process. Basically the to process you have to choose 3 things; Form, Ministry, and Office/Day based on the details given by the visitor. You get paid if you get all 3 correct, but don't worry about getting them wrong as it still counts towards the achievement.
