Floor 1
-marco, can be reported for being a drug dealer (which will lead to a cutscene of him being executed [which still counts! dont worry this will still unlock the achievement])
-Emma, you can get her addicted to drugs through marco, which is doable after getting a letter from someone in the square on your way to work and opening it, then arranging with either the guard or the lunchlady to smuggle the drugs in. Once she buys them a second time, you can call her in. She too will be executed by firing squad.
Floor 12
-John Smith, once you visit his family home, he will have a gun in his desk, which you can report in and have him hauled off over.
*freebie item, you can go in De Salvo's office (wait 1hr 30min), hack his terminal, fail to access a tab due to needing a password, go home, go to dogshow (2 or 3 hours, really cant remember), bribe the guard for 500$, ask about the dog (whose name is Sprock), then the next day go back into his office, enter the tab and it will automatically put in the right password, which opens a secret compartment in the floor. Go down, go all the way left, and there should be a stand you can search (30 mins) which gives medication contraband and a biometric safe. put the medicine in someone's desk then call them in. There may or may not be a watch in his desk as well, but i really can't remember if its this desk or the one of the others. But one of the bosses has a watch in their desk, which you can put in someones desk and get them called in.
Floor 25
-Stephen, ask him what his favourite tv show is, then watch it on 3 different nights and talk to him about it the next day to become his friend. Once befriended, ask about work, and agree to help him get a certificate for his disability. Go home, go to office, and get certificate (important: NOT the treatment, this will nullify help from stephen). the next day at work, give it to him, and he will tell you he steals from work to help a suffering village. Call him in.
Once the last person is dealt with on the 25th floor, the achievement will automatically unlock. Also, many of these paths can lead to alternate achievements, so if this is your first playthrough i would suggest making saves and seeing them through just in case it pops something else.

This is quite possibly the most difficult trophy to earn in the game because it spans nearly the entire game and there are many ways to miss it. It requires that you personally report each of the nine co-workers you'll meet on the three different floors for misconduct and have them arrested. They cannot die or be removed in any other way. On the 1st floor, you can report Marco Legrand when you learn he is a drug dealer or when you find the gun in his desk, you can report Emma Hazer after you give/sell her the 2nd dose of the stimulants and for Peter Dong you'll have to plant an illegal item in his desk.
On the 12th floor, you can report John Smith when you find the gun in his desk after finding his family and reporting that the mafia awaits him outside the building but for both Gloria Melfi and Hank Wright, you'll have to plant an illegal item in their desk.
On the 25th floor, you can report Stephen Dawking after learning about his trips to the factory but for both Horatio Newport and Maria Curie, you'll have to plant an illegal item in their desk. You must use the work phone on each floor to report your co-workers.
